In short
We always use the technical storage a page needs to work. Measurement and marketing technologies load only after you consent. On your first visit a banner lets you choose “Reject all”, “Accept all” or “Choose”; you can change your decision at any time from “Cookie settings” in the footer.
Before you consent, measurement and marketing tags are held in a “denied” state by Google Consent Mode — so with no consent, no cookie is written.

“ag_consent” is not technically a cookie but a small record in your browser's local storage; it is never sent to a server and exists only to remember your choice.
Managing your choice
